Action Required: New .RU Domain Verification Requirements from 1 September 2026

Dear Customer,

We would like to inform you about important changes affecting .RU domain registrations and related extensions.

Effective 31 August 2026, new registrations for the following domain extensions will no longer be accepted through the current registration process:

• .RU
• .COM.RU
• .NET.RU
• .ORG.RU

In addition, new registrant identity verification requirements will take effect from 1 September 2026, following Russian Federal Law No. 569-FZ. These requirements may affect individuals, businesses, and registrants located outside Russia.

RU-CENTER manages the registrant verification process and Trustee Service for these domain extensions.

What Is Changing

New Registrations: New registrations for the affected domain extensions will stop being accepted from 31 August 2026.

Existing Domains: Existing domains will remain active, and their associated websites and email services will continue operating.

Domain Transactions: From 1 September 2026, unverified registrants may be unable to renew their domains or make certain domain changes, including:

• Changing DNS or nameservers
• Changing registrant information
• Transferring the domain to another registrar

Domains will not automatically be suspended on 1 September. However, an unverified domain may face a risk of loss if it cannot be renewed before its expiration.

For Russian Registrants

Russian individuals must complete identity verification using a verified Gosuslugi account.

Russian companies must complete verification through an authorized employee linked to the company's Gosuslugi account.

A simplified Gosuslugi account is not sufficient. The account must have standard or fully verified status.

For Registrants Outside Russia

Gosuslugi verification may be available to certain non-Russian registrants with sufficient ties to Russia, but it may not be accessible to all international domain owners.

If verification through Gosuslugi is not available, the available options may include:

• Transferring the domain to an eligible Russian individual or company before 1 September 2026; or
• Moving the domain to RU-CENTER's direct service and purchasing its paid Trustee Service directly from RU-CENTER.

How to Complete Verification

RU-CENTER provides verification links through the registrant contact information associated with the domain.

Domain owners should:

• Check the registrant contact email address for each affected domain.
• Ensure the email address is current, accessible, and regularly monitored.
• Follow the verification instructions sent by RU-CENTER.
• Complete verification through the provided Gosuslugi process.

Each registrant must complete verification separately. Bulk verification is not available.

Verification Through NIC-D

1. Log in to your domain management account.
2. Go to Domain Overview.
3. Select Contact Details.
4. Open Registrant Information to locate your NIC-D credentials.
5. Sign in to NIC-D and use the verification link available in your agreement to complete verification through Gosuslugi.

Trustee Service for Owners Outside Russia

RU-CENTER offers a paid Trustee Service for eligible domain owners who cannot complete Gosuslugi verification.

Under this service, a verified Russian company within the RU-CENTER group becomes the registered owner while the customer retains day-to-day management of the domain.

Please note that PAMIR WEB HOSTING LLC does not provide or procure the Trustee Service. The domain must first be moved to RU-CENTER's direct service, after which the Trustee Service can be purchased directly from RU-CENTER.

The currently announced terms include:

• RUB 10,500 activation fee for an existing domain.
• RUB 17,500 per year for Trustee Service renewal, including domain renewal.
• Required identity documents must be submitted to RU-CENTER within seven working days of activation.
• Failure to submit the required documents within this period may result in the domain ceasing to resolve.
• Both the domain renewal and Trustee Service must be paid when due.
• Missing either required payment may result in deletion of the domain.

Customers requiring the Trustee Service should complete the move to RU-CENTER and arrange the service before 31 August 2026.

Renew Domains Expiring Soon

We strongly recommend renewing eligible domains that are due to expire soon before 1 September 2026.

Early renewal may provide additional time to complete the required verification. However, renewing a domain does not remove the verification requirement for future renewals or domain changes.

Action Required

If you have affected domains registered through PAMIR WEB HOSTING LLC, please take the following steps as soon as possible:

• Identify all affected domains in your account.
• Review the expiration date of each domain.
• Renew eligible domains that are expiring soon.
• Check and update the registrant contact email address where necessary.
• Determine whether the registrant can complete Gosuslugi verification.
• If required, arrange an eligible Russian registrant or move the domain to RU-CENTER for its Trustee Service before the deadline.
• Complete any necessary registrant changes before 1 September 2026.

From 1 September 2026, certain domain update requests may remain pending until the registrant completes the required confirmation process.
